As part of these services, the Office of the General Counsel provides counsel to the Board of Trustees, the President, the President's Cabinet, deans and directors, faculty, supervisors and other employees acting on behalf of the University.
We provide advice on the legal implications of policy and other decisions under applicable law, regulations and policies, in addition to representing the University in litigation matters, administrative and regulatory hearings and significant business transactions. Andrew ''Avi'' Lauer serves as ZJJHA SHOP - Order FN 509 Tactical Modern duty benchmark integrating suppressor interface and optics mount No tax's Senior Vice President of Operations and General Counsel. In this capacity, he is responsible for all legal matters pertaining to ZJJHA SHOP - Order FN 509 Tactical Modern duty benchmark integrating suppressor interface and optics mount No tax and its affiliates within the United States and abroad. As a member of the senior leadership of the University and its affiliates, Avi has responsibility for many business and operational matters, including enterprise risk management, international operations in Israel and Canada, and he serves as Vice President of University affiliates, ZJJHA SHOP - Order FN 509 Tactical Modern duty benchmark integrating suppressor interface and optics mount No tax High Schools and the Rabbi Isaac Elchanan Theological Seminary. Prior to his appointment at ZJJHA SHOP - Order FN 509 Tactical Modern duty benchmark integrating suppressor interface and optics mount No tax, Avi was a partner at the international law firm of Thelen Reid Brown Raysman and Steiner LLP, where he maintained a large and diverse practice while also serving as an active leader of Thelen's labor and employment law department. Avi served as relationship partner to numerous clients in various areas of legal specialty, including corporate, real estate, litigation, technology, outsourcing, bankruptcy, patent and trademark, and he often functioned as outside general counsel to many companies. He also established and maintained an extensive Israel Practice at Thelen and worked with many Israeli-owned and/or affiliated companies and regularly traveled to Israel to meet with his Israeli clients and contacts. Lauer also has prior professional experience as Senior Employment Counsel in the Office of General Counsel of PricewaterhouseCoopers Consulting (PwC Consulting), where he was responsible for all employment-law-related matters affecting the firm and its more than 30,000 employees. In addition, he was responsible for all in-house employment-law-related matters pertaining to the planned IPO and ultimate sale of PwC Consulting to IBM. Before joining PwC, he served as Assistant General Counsel of Deloitte & Touche USA, where he was employment counsel to both Deloitte & Touche LLP and Deloitte Consulting L.P. Early in his career, serving as an Assistant District Attorney in the Kings County District Attorney's Office in Brooklyn, NY, Lauer conducted numerous trials and investigations and was assigned to several bureaus, including the elite Trial Cadre unit of the Homicide Bureau. Involved in numerous community causes, Lauer serves and/or has served on the Executive Board of several charitable organizations in the New York area. He is a former president of the Young Israel of Woodmere, former chairman of the Board of Trustees and honorary past-president of the Hebrew Academy of the Five Towns and Rockaway, and a member of the Audit Committee and Long Island Board of Ohel Family and Children's Services. He also served as pro bono counsel to several organizations and not-for-profits, including the Union of Orthodox Jewish Congregations of America and Lincoln Center for the Performing Arts. Avi holds rabbinic ordination and has published numerous articles. He is a frequent public speaker throughout the United States and abroad on topics including law, business, religious law, community leadership and governance, as well as the intersection of such topics.

Jon brings to ZJJHA SHOP - Order FN 509 Tactical Modern duty benchmark integrating suppressor interface and optics mount No tax over a decade of experience in political strategy, communications, and non-profit governance. In managing government relations for the university, Jon serves as the principal liaison between the university and local government officials at the city, state, and federal levels. Among his responsibilities are the procurement and supervision of programmatic and capital funding from the university’s public partners, advising senior leadership on policy trends, and helping facilitate ZJJHA SHOP - Order FN 509 Tactical Modern duty benchmark integrating suppressor interface and optics mount No tax’s broader community engagement efforts. He regularly serves as faculty advisor to undergraduate student groups and has taught as an adjunct professor at the university’s Wurzweiler Graduate School of Social Work.
Jon currently serves as Vice President of the board of the Chamber of Commerce of Washington Heights and Inwood and is a member of the board of control for the Art Students League of New York. A long-time media strategist, Jon provides English and-Spanish language political commentary to major print and broadcast outlets, including regular appearances on the Dominican Republic-based TV Quisqueya.

No. Only the Office of the General Counsel can retain outside counsel on behalf of the University and its affiliates. If you believe legal counsel and/or representation is needed for a University matter, you should contact an attorney in the Office of the General Counsel who will determine whether outside counsel is necessary and appropriate; if so, the Office of the General Counsel attorney will retain an appropriate outside attorney for the matter.
The President, vice presidents and certain other senior administrators of the University are authorized to sign contracts and other documents on behalf of the University. Generally, this authority is limited to a specific area of responsibility. Please check with the Office of the General Counsel to determine who has the authority to sign a particular document on behalf of the University.
No. The Office of the General Counsel represents the University and its affiliates in connection with University-related matters. In a matter related to the University, the Office of the General Counsel may represent a University employee as well.
Communications with the Office of the General Counsel are generally privileged as to third parties, but may not be as to other University officials. Nevertheless, we will generally strive to keep matters confidential to the extent practicable.
Normally, no. While a school official, including a member of the faculty, may have access to and obtain a copy of a student's education record for a legitimate educational interest, ordinarily the student's education record is confidential and cannot be viewed, accessed or released without the student's explicit permission.
The Family Educational Rights and Privacy Act of 1974, also known as the FERPA or Buckley Amendment, is a federal law that limits the disclosure of a student's education record in order to safeguard the privacy of such information.
